Chicago's Got a Hispanic Sampling Issue

Spanish-language broadcasters say they've seen wild bounces over the last several surveys.

They believe the culprit is the steadily-declining Hispanic Index, which has fallen 23% between Spring 2006 and Spring 2007.

PPM is slated to arrive in Chicago next Spring, but Arbitron insists it is not waiting until then to fix the problem.
